Mexico welcomes only
foreigners who will be useful to Mexican society; have necessary funds for their
sustenance; do not upset the equilibrium of national demographics; and must be
physically and mentally healthy. The Secretary of Governance may prohibit
foreigners when it is of national interest to do so.
Mexican authorities must keep track of every single person in the

giving secondary status to Mexican-born citizens.

citizens the right to arrest illegal aliens and hand them over to police for
